First PPP project for a government building with laboratories
An 18-story glass tower with offices and laboratories will rise up at the Utrecht Science Park. A technical feat, because the building must be vibration-free as much as possible. The BREEAM Outstanding quality mark stands for a sustainable office building. Built and in the future managed by MEET Strukton.
This new landmark in Utrecht is being built by a Public Private Partnership (PPP construct) on the basis of a Design, Build, Finance, Maintain & Operate (DBFMO) contract. This means that the MEET Strukton consortium is going to design, build, maintain and operate the RIVM and CBG accommodations for a period of 25 years. Furthermore, this is the first PPP contract for a government building in the Netherlands that also contains laboratories.
Knowledge is key. The clear and open building structure stimulates cooperation, exchange knowledge and meet each other.
The new RIVM/CBG building has a 94 percent compliance score with the BREEAM (Building Research Establishment Environmental Assessment Method) sustainability characteristics. This is why in 2015, the BREEAM Outstanding Design certificate was awarded for this new building. The building is energy efficient in various ways. For example, the cooling, heating and lighting do not cause any CO2 emissions, because they use the power supplied by a wind turbine. Furthermore, attention has been given to creating a comfortable interior climate, flexibility, water consumption, natural daylight in the building and accessibility. Attention was also given to public transport, transport plans, parking policy and alternatives to the use of passenger cars.
The Netherlands National Institute for Public Health and the Environment (RIVM) works with high-quality laboratory equipment and will have 40 laboratories in the new building.
